In

- Suriname has to file a claim before 13 May 2026 with the Commission
on the Limits of the Continental Shelf (CLCS) if it wants to extend
its sea coast further to the North than the current 200 nautical
miles.
This treaty was ratified by our country in 1998. Meanwhile some
actions have been taken to this purpose, of which last night some
aspects were discussed by Eddy Jharap, former Staatsolie (State
Oil) director, and Karl Hinz, who has specialised in this field.
This all took place in the FHR Lim A Po Institute. Hinz recommended
that Suriname has the right to file a claim which might result in
the country being allowed to extend its territory with more than
70,000 square kilometres.
According
to him there is one problem however, at which the disputed border
area with Guyana will at first have to be excluded when filing the
claim. In such cases these claims are not handled by the CLCS.
During the lively discussion that followed, Hans Lim A Po explained
that the claim to which Suriname is entitled will simply be filed.
In March or April 2006 a judgement will be made on the matter with
neighbouring country Guyana. There is no time to file a partial
claim. It is a fact that we have to file a submission, and it will
be a bona fide one.
In
order to keep the deadline, by mid-2008 at least a concept claim
has to be formulated. According to Jharap this will all cost between
two and five million US dollars. The government bears the final
responsibility for this. It will have to make the budget available,
but that does not mean we haven't done anything yet. We have already
started, but we should have more data in order to file a solid claim.
On whether it is economically lucrative to spend so much money on
this, the former top-ranking Staatsolie official is brief: First
we have to know how much oil and gas is located there, so first
we will have to research that.
Lim
A Po emphasised that the former Staatsolie director is the coordinator
of this all, since the audience expressed concern whether we will
have enough time. The problem we are facing is that someone needs
to pull a truck of which the wheels are stuck in the mud. He is
depending on a lot of people who possess data, but who do not have
the spirit to pass them on.

geformuleerde claim indienen bij de Commission on the Limits of
the Continental Shelf (CLCS), als het zijn zeekust verder, noordelijker,
wil uitbreiden dan de huidige 200 zeemijlen.
Dit verdrag werd door ons land in 1998 geratificeerd. Hiertoe zijn
inmiddels enkele acties ondernomen, waarvan gisteravond enkele technische
aspecten werden belicht door Eddy Jharap, oud-Staatsolie-directeur
en Karl Hinz, die zich op dit gebied heeft gespecialiseerd.
Dit alles werd gedaan in het FHR Lim A Po Instituut. Hinz gaf de
aanbeveling dat Suriname recht heeft om een claim in te dienen die
ertoe kan leiden dat het land zijn grondgebied met meer dan 70.000
vierkante kilometer kan vergroten.
Er
is echter wel een probleem, volgens hem, waarbij het betwist grensgebied
met Guyana in eerste instantie niet bij de indiening van de claim
hoeft te worden opgenomen. In zulke gevallen worden
deze claims dan niet behandeld door de CLCS.
 In de levendige discussie die daarop volgde, maakte
Hans Lim A Po duidelijk dat de claim waarop Suriname recht heeft,
gewoon wordt ingediend. In maart of april 2006 komt er een uitspraak
over de kwestie met buurland Guyana . Er is geen tijd om een gedeeltelijke
claim in te dienen. Feit is dat we een submission moeten indienen
en het zal een bonafide zijn.
Om
de deadline te halen moet er medio 2008 tenminste een conceptclaim
zijn opgesteld. Volgens Jharap zal dit alles tussen de twee en vijf
miljoen US dollar kosten. De regering is hiervoor eindverantwoordelijk.
Zij zal het budget beschikbaar moeten stellen, maar dat betekent
niet dat we nog niets hebben gedaan. We zijn al begonnen, maar we
moeten meer data hebben om een goede claim in te dienen. Over
of het economisch wel rendabel is om er zoveel geld
tegenaan te gooien is de oud-Staatsolie-topper kort: We moeten
eerst weten hoeveel olie en gas daar zit, maar we gaan eerst moeten
onderzoeken.
Lim
A Po benadrukte dat de voormalige Staatsolie-directeur de coordinator
is van dit alles, omdat uit de zaal de bezorgdheid werd geuit, of
we wel voldoende tijd hebben. Het probleem dat we hebben is dat
iemand een wagen moet voorttrekken, waarvan de wielen in de modder
zitten. Hij is afhankelijk van een heleboel mensen, die over data
beschikken, maar die geen spirit hebben om het over te dragen.
